I fail to see how Festa looks like a carnival. A carnival is in a parking lot, with portable rides, operated by drunk carnies who don't give a damn about safety. Festa is in a theme park, with bright colors, a couple restaurants, an arcade, semi-portable rides, and employees who care a whole hell of a lot about safety. So does Festa=Carnival? Celebrations are meant to have bright colors of all kinds to evoke happiness and joy, not faded colors that make the area feel like its overstayed its welcome.
There's no problem with theming areas to a traveling carnival. Disney did it with Dinoland USA (although I hear that area looks pretty tacky) and Toontown Fair. Dollywood seems to have a really nice carnival-themed area too.
The problem with Festa is that
A) The area feels like it needs a facelift. Even Apollo's Chariot is looking a bit faded compared to the dark purple I remember it being when I first came to BGW.
B) The park already has a carnival-themed area. Having two feels like overkill.
Modifying the theme and giving the buildings a facelift will definitely bring new life to the area. Throw in a solid anchor attraction and you have an area worth spending a bit of time in, not a dead-end area that you only go to for two rides and maybe the train before moving onto other areas of the park.

B) Festa was there first. If you think 2 carnival themed areas is overkill (personally I think it's overkill too) then ask them to revamp Oktoberfest, not Festa.
You say Festa needs a solid anchor attraction. So, you dont consider Apollo's Chariot to be an anchor attraction? What about Roman Rapids? Festa doesn't need another anchor attraction. It's perfectly fine with what it's got now.
