That may be exactly right. An 8-hp 4-stroke would make a lot of sense in that application, come to think of it. Quieter, cleaner, easier to fuel (don't have to mix gas+oil as part of the process), and probably more fuel efficient than a 2-stroke.
Also heavier and more mechanically complex than a 2-stroke, to be fair. But weight probably was not a huge issue and maintenance might not have been too bad at all with a good staff on hand. They quite possibly had 49 of the exact same engine.
