I definitely think 13: Your Number is Up is the banner haunted house now that the House back where drachenfire is no longer a triple feature.
I came up to Williamsburg for the weekend (got rained out Friday) and experienced Howl-O-Scream Saturday night and can safely say that the catacombs had the longest and by far slowest moving line of the haunted houses. If you have to pick a certain number of houses to go in because you don't have time to do them all I would say skip this one as it was in my opinion the least impressive and thus least worth the long wait.
I was somewhat disappointed with the scare zones compared to last year. Last year the entire park was effectively a scare zone with various creatures jumping out from around corners (LOVED the guys on the steel knee braces sliding out to scare people in Germany by the carousel!). This year the scare zones are compartmentalized which was neat because they had various hiding places in these areas, but unfortunately they didn't really do much "scaring", they just wandered around and picked people at random to follow through the zone.
As many have stated, save the scare zones and fair haunted house for after dark, or at the least go back through scare zones that you have to go through before sun down once it gets dark, and make sure to experience the new haunted houses deadline and 13, they were great!
