But they also have a part of the queue where it's basically a waiting plaza for those who didn't listen and need to exit the line to put things away (Hulk) or have the lockers right next to the metal detectors (Rocket). Either way the metal detectors are basically at the entrance to the ride, and not at the station where you're SOL if you actually decided you want to get a locker for your small items.If recall correctly Universal makes you go through metal detectors when you board the rollercoasters to make sure that you put items in a locker. Granted I also remember their lockers being free.

The issue though is, even if people physically pull stuff out of their pockets, how long are they willing to actually hold it before just shoving it back into their pockets. Considering some people wear cargo shorts with their entire lives in their shorts.
