It's not a damned if you do, damned if you don't. Make the rule that the person+1 can go up the ramp skipping the line. That's up to the group to either say just go ahead and we'll catch up, or try to time up to be there at the same time. I've been at Hersheypark with that rule in place and we did fine. If everyone wants to be able to go together, make the rest of the group buy QQ's.
Because with QQ's you are paying for the tradeoff of getting on the ride faster for preferred seating. With handicapped you don't have the ability often times of going through the standard queue. Why should someone who can't go through the line lose the right to chose where they want to sit.
Frankly I've only had an issue with handicap seating 1 time going to a park. At Dorney, the handicap person came up with 3, and said they wanted front row. Me and 2 friends were already through the gate and getting ready to lock in and we were told to get off and wait. This is when the conversation of the tags happened. We had to wait 2 more cycles to finally get our front row ride because the ride attendant let two groups of 4 go until there was a group of 2 for the front row.
