I thought they were putting the new material down in the whole parking lot? I could be wrong, I just thought they were going to redo the whole parking lot and add 500 spaces.

Drove past a few minutes ago. The traffic light at Kingsmill was out. Vepco was at the construction site. Looks like someone didn't call Miss Utility.
Actually, over the past week or so, markers have been placed throughout the site. I am almost fairly certain those markers were indicating existing utilities. It The light being out could be an accident, or it could have been planned.
I was not able to get pictures, but the area between the road and new parking lot across from kingsmill that used to be trees, is looking much better. They have built some berms and planned crepe myrtles along the top. I saw other bushes waiting to go in too. This could end up looking very nice.
The deadline for finishing the parking space is by Howl-o-Scream.
However, on the bright side, it looks like more work was done and a lot of the ground has been leveled properly. To be quite honest the past few months it looked like they were just playing in the dirt chilling. I am actually hoping they will be finished by July.

Actually the park is having a good year this year so far! They have parked in the Scotland lot several times.
Yeah, they've been parking in Scotland almost every time I've tried to go to the park (I've been going on weekends though, so that's my own fault...) Don't get me wrong, I don't think we'll see any real improvement in attendance this year.
The original deadline was by July 4th, unfortunately this story gets very mysterious.
It seems like the reason for the lack of work previously and now currently has to do with stuff underground. Something was uncovered beneath the dirt that wasn't expected. Because of whatever it may be work has been delayed horribly.
Any idea on what Miss Utility could not find underground that could delay work for so long?
I've heard that whatever it may be, is the reason why the overflow lots are the only lots that have not bee redone with asphalt and look as terrible as they do now.

France lot has a number of graves that were marked. When the parking lot was re done and asphalted, they found a number more. Don't know if any of the markers remain.
