I completely get what you're saying. Having inadequate staffing leads to low customer satisfaction, which means less repeat visitors and referrals. This must not happen, or, at least, hardly ever (I guess freak high crowds on an expected low crowd day will sometimes just happen for no reason).
But, they apparently marked roughly half the Christmastown operating days as non-peak days. So, if they correctly anticipate the resulting crowds from $12 days, and if they staff appropriately, then $12 days are great for the park. The additional revenue generated from changing low attendance operating days to high attendance days for roughly half the days the park is open is hardly insignificant.
Successful implementation of lower ticket prices on what otherwise would be off-peak days could go a long way to expanding Christmastown and increasing the available attractions. Why expand when the park is more than adequate for half the days they are open? But, if they are bursting at the seams on all but bad weather days...
