That's something that's really rough about BGW's Howl-O-Scream—consistency. People often come away with RADICALLY different house rankings from night to night because, even when someone wins the lottery and actually gets a great run-through (like I experienced in Vault last night), the people a minute or two before or after often come away with the opposite experience. I believe this has a lot to do with the exhausting scare tactics and long reset times necessitated by BGW's consistently poor house design. That said, the issue is also likely greatly exaggerated by subpar training and a general lack of performance oversight and incentivisation by the park.
Anyway, zooming back in on Vault, despite really not liking its original incarnation, Vault, in its Overtaken form, was certainly my #1 house overall this year. I had some bad runs through it, sure, but, on adverage, it ranked the highest for me over the course of HOS 2019. Knowing that the chances of its return in 2020 are slim to none is really rough. Whatever takes its spot in 2020's lineup has big shoes to fill.
