General Information:​

"Project Drachen Spire," is a community-generated identifier for the Intamin-made, multi-launch, shuttle giga coaster that was originally slated to open at Busch Gardens Williamsburg in 2021. The attraction is planned to utilize the currently-vacant land behind Verbolten, Festhaus Park—the former home of Drachen Fire.

The coaster's main layout—as leaked before the addition was delayed due to the COVID-19 pandemic—featured two launches, two spikes (one spiral, one vertical-ish), and a couple of banked turns. Drachen Spire was designed to run two trains by means of a pair of switch tracks connecting the primary, shuttle portion of the layout to the station platform.

The approved site plan/Plan of development is valid for 5 years from date of approval. Which means they could delay till 2024/2025 without having to refile. They have plenty of time to stall.

The height waiver is only good for 3 though.


Commencement of Construction: Construction on the Attraction shall commence
within 36 months from the date of approval ofthis Height Limitation Waiver or this
Height Limitation Waiver shall be void. Construction shall be defined as the
obtaining of permits for the construction of foundations and/or footings for the
Attraction.

All well and good but if any alleged discount from the manufacturer has a construction start deadline (or any other construction/operation milestone), then it may not be financially prudent to stall and have to either spend more cap ex than was budgeted or drop a project and be on the fence for future height waiver requests.
 
Honestly if I was in charge of finances with them if it saved a sh*t ton of money on cash flows the next year or so to delay it a year or two I would recommend that to management as soon as possible.

Depends on how much has gone out and what the agreement is. If it's 50% paid for and the agreement is payments start when the ride opens, why not just continue to work on it? Now if it's not that far down the road and payments start when the parts start arriving? Yea delay it.
