Edit: to contribute a somewhat more useful comment. As a young engineer I was handed a relatively quick read (as engineering texts go) by a guy who had been designing large scale industrial systems for a long time. It was a book about every imaginable type of fastener system one might choose when designing structural or mechanical systems, and why that specific type of fastener system sucks. The chapter on bolts was probably the most depressing, particularly in settings where they need to simultaneously withstand heavy loads and vibration. The older engineer described the book as "a little pessimistic, but largely accurate."

I came away with the impression that you can build anything you want -- but if you want posterity to experience it firsthand as anything other than a ruin, don't use any sort of conventional fastener.

Hence my recommendation that the park reset the bear head on its train using a bed of Roman concrete.
