Typically the only difference is the cup style between the goblet and pilsner. I'm trying to remember but I think last year they were available at every kiosk that sold either beer or a mixed drink.

Could be a mistake on the FW menu; but the only booth that doesn't explicitly list having a souvenir goblet is Italy
 
They have 4 wines and every other booth with wine has a goblet...
 
I used last years Food and Wine passport, and the posted menus for 2019. Without including Brauhaus and C&C, there were 57 items. This year, there are 43. Pretty bloody close to 25%.
 
Using a slightly more sophisticated counting mechanism I can confirm mtpelepele's counts. The 62 items reported by Zachary seem to include 5 items that were not advertised (German meatballs was one that I noticed for example).

I did get the count right for 2019; but missed 3 items for 2018.

It is probable that there are also a few unadvertised additions this year as well so I think we can only go by the advertised options.

At least for me, I don't see less dessert options being as big of a deal as entree options. At the end of the day though if less dishes means higher quality per dish; then I'm all for it.

Summary:
Yes, it's a significant reduction; but looking at only entrees, it isn't 25%.

PostScript:
The reduction in dessert options seems in line with the trends in American tastes towards more health conscious options and away from sweets. As evidence, one need only look to the sales of Coke/Pepsi products which are way down.

I guess I'm going to play devil's advocate (Yeah, what else is new). I have noticed over the past couple of years the proportions of the food have changed considerably. And, not for the good. Two items come to mind right off the bat. The shrimp gamba (Fritters) used to be 4 to a tray. Last year I believe there were 2, maybe 3. The mufaletta was a bigger slice a couple of years ago than it was last year. I believe there may have been fewer beniets, too. Sorry if my memory is off but just throwing the proportion size out there, too. I guess we'll find out soon enough.

To be fair, portion sizes are wildly inconsistent at the event (much like food quality). Check out our Mojo Shrimp/Heart of Palm Salad from last year with five or six shrimp in it.

Anyway, the inconsistencies are totally inexcusable, but I thought this data was worth noting.

Following up on @Zachary's comment, the one consistent thing we have seen over the years (and we have done a full review of the entire event for several) is the massive inconsistency across the event. Very often the same dish is completely different from day to day, hour to hour, or even plate to plate.

I would never assume that whatever you are served in any way represents whatever is normal for that specific item. Really is a lot like the weather in the Mid-Atlantic: if you don't like it, wait an hour.
