The HRBT project was slated to begin in April, so far I dont see any work happening.
The work through Williamsburg has already been funded for that end will be completed on sedchule. It's actually running slightly ahead of projection do to lighter traffic loads making it easier to do things.The span from RVA -> The Triangle. There's no chance it's 100% funded. So either take the remainder funding and try to finish up the project to where it was build to this point and make it look good or slow the pace of the construction by cutting staff, extending deadlines, and work only at one end. The reason you slow down is the funding might last 13 months at the current pace but the project is slated to go another 36. Without knowing when your funding will roll in again you run the risk of running out of money without finishing.
Also - local infrastructure tied to federal funding/grants is definitely affected right now. There isn't as much money to go around, so unless you already had it, you likely aren't getting it unless it's something major like a broken main line or a massive sink hole in a road.
I've had to make that call before. It's not fun. I literally lost sleep for about 2 weeks.
My guess is the face coverings required everywhere policy won't last very long and will need to be more surgical - e.g. required in shops, restaurants, and on rides, recommended elsewhere where social distancing can be maintained. There will be so much disregard for this policy and the exemptions for health or disabilities is going to make any kind of enforcement pretty much non-existent due to HIPAA. It's one thing to ask customers to wear masks for half an hour while they're at Costco, it's a whole other level to ask customers to do it for 6-10 hours in 100 degree heat.
HIPAA limits any place of business to ask a person questions beyond whether or not they can wear a mask. If the business asks why or under what conditions, it's a HIPAA violation and they can be liable. Basically any person who doesn't want to wear a mask can state they can't wear it for health reasons, which can be really broad, and there's no recourse the business has to mandate usage of the mask that wouldn't get them in trouble with the HIPAA law.
Not sure about HIPPA but generally the Americans with Disabilities Act prevents you from having to disclose why you need an accommodation or medical device. I would suspect that legally having an need to not use ask would fall into that general area.
