It is against park policy. There are situations where supervisors won't care—but that doesn't make it right.
If you go up to a snack booth at a theme park and ask for free food, expect to be disappointed. It's a business, not a soup kitchen.
Also, the entire food service industry is built around wasting perfectly good food. BGW's churro operations are no different.

They havent been a big hit, every time ive looked at them they are overcooked and look like they have been sitting under the heat lamp for hours. Believe me I love some doughnuts. Typhoon Lagoon in Disney has a hot doughnut stand and they are delicious. They literally cant make them fast enough for demand. They sell hot doughnut holes at that stand next to Pompeii, during Christmas Town.
