Looks like the clock is under heavy maintenance or something is going on in there. It does currently ring on the half hour and hour.
Half of the Cuckoo Clocks have been moved to a new display, directly beside the steins:
This is what's now in their old spot:
And the steins are fully stocked. I've noticed a lot of the stupid steins, that weren't authentically German made, have been consolidated to one shelf, most of them now, all look/are authentic steins.

So, the Willkomenhaus clock is working, but in no way fixed. Horns are split, and repaired with duct-tape, horse legs are missing completely, and there's chipped pieces everywhere. Pictures, later.

I am positive they are still working on it and it will continue to be a work in progress. Due to immense piece of machinery that it is they can continuously work on that clock and it may never look up to where it should be because of they may never have the amount of labor needed to keep that clock in good condition.
Party Rocker... They broke the figures... Not the machinery behind them...
Completely missing horse legs aren't something you can fix. These figurines were custom made for Busch Gardens, which means they are irreplaceable. If the Ent. department keeps moving them around, and breaking them for special events, the figurines will soon be counting their days before they are removed or replaced.
I don't think those are something you can just call up Scott's favorite entertainment product supplier (read: Party City) and ask for...

I don't know what thread I was saying this in. But, this is EXACTLY why they DO NOT need to take this clock apart for ANY of these stupid seasonal changes. Now, here are the expected results.
I wouldn't let the entertainment department disassemble and reassemble my car because they aren't qualified to do so as a mechanic. They are no more as qualified as a horologist to touch this clock.

I cannot understand how the figures could become so damaged. It almost looks as if they fell from their perches to the ground below. Auf Wiedersehen lieber Uhr. Sie werden nicht vergessen werden.
I fail to understand how something on a 2nd story could be damaged to this extent. A 2nd story where guests can't possibly reach to damage these items.... Seems like some one was really mad...
Like BGW family pointed out, the Ent. department removes them for HOS and CMT, and they are in-capable of dealing with things this delicate and precise. Over the years after them being removed by Ent. department personnel who didn't care about their delicacy, things like this happened. It also looks like they don't feel like fixing it properly, another issue with the Ent. department today.
Discovered these in the Clock & Stein shop a few weekends ago...
