I actually have a similar concept in mind. I already stated it on the forums once before, but I think it could work if expanded on.
Welcome to Holiday Hills
Everyone knows about the Holiday Hills celebrations during Christmas, but did you know the town loves Halloween?
You and your family can celebrate classic Halloween traditions as the town of Holiday Hills prepares for the festivities. The park has a special area where you can play games like apple bobbing and having sack races. Nearby you can pick and decorate your own pumpkin to take home. By day, the Fear Fair area transforms into a large family hay ride featuring classic Halloween characters. At the end, you and your family can have your picture with them. The park also has a special trick or treat trail for children.
The "town" is decked out with old school style Halloween decorations.
When the sun goes down, watch out. The trick or treaters come out to play. The townsfolk don't take kindly to the unruly and will go out of their way to terrify. Have the actors dress up in old school-style Halloween costumes as classic characters (clowns, pirates, etc). The whole "painful HOS memories" concept can be played up over here. The booths that held the family attractions by day become hiding spots by night. Hay ride becomes haunted trail and/or haunted hayride.
The concept has been done at other parks before, but is still unique enough since you don't see many other parks pulling something like this off.
