As a local, I'd say they're pretty much right on schedule for a typical SFMM project. The extreme heat during the summer is more of a hindrance to construction projects at that park than weather any other time of year, so it's typical for projects to start later than they might at seasonal theme parks. For example, footers didn't start going in for Full Throttle until November 2012, with vertical construction from February to April of 2013 and an opening in June of that year. While I'm sure this ride will probably be a bit more elaborate, I probably wouldn't be that concerned about it making a Summer 2027 opening unless we get to October and they haven't even started putting footers in place.
