It looks like there‘s still a fair amount of work left here to complete. If SEAS is stiffing contractors in Orlando for small amounts, I wonder if they can even get this completed until a fair amount of revenue starts coming in. It wouldn’t surprise me if this takes a few months post re-opening to complete.

They're artificial. ???The trees and grass look pretty green so its reasonable to assume it was relatively recent.

Yes. Tilt shift makes something appear as if it were a plastic model. Most photo editing applications have this effect built in. If your phone has it, give it a whirl, it can be a fun effect.It's definitely not a model. The person posting the picture said that much.
Looking at that photo and the bridge over the train looks painfully uninviting to cross over.
It looks like a bridge with switchbacks on both sides, also does not look very wide.I think the angle is making it look worse than it is.
