I would think somewhere between the 6th (when park closes to prepare) and the 9th (which is when HOS officially opens). Im just guessing though

I know that all the costumes and mask are made in-house.

That is 100% untrue. I have found many of the masks and costumes used at the park at Party City or online at various Halloween shops, including props used in houses. Hell just by chance I happen to own the werewolf mask used all over the reserve and the main clown mask used in Fear Fair.

I have no problem with it myself, just pointing out that it is in fact a common practice of theirs.

Purchased unaltered stuff is fine for roaming actors where they just need to fit a theme of an area. But in the houses they should be customized or altered to fit the story.

I hope that the costumes used for Hansel and Gretel in Scary Tale Road are borrowed from the Oktoberfest event. Busch Gardens Williamsburg does celebrate Oktoberfest? Is that right? Am I correct?

Well at least I know for a fact that 100% percent of costumes and mask were made in-house between 2014-2017
