Virginia State Code 15.2-926 states that A. Local Government (JCC) can create and enforce a curfew between 10pm and 6am. B. The punishment can not exceed a Class 3 Misdemeanor. C. Public places can include public libraries.
James City County Code Chapter 15, Section 10 states that anyone under 18 can not be in a place of amusement from Midnight to 5am. The exceptions being they must be accompanied with an adult, OR running an emergency errand with written permission, OR attending and traveling to and from a school, county, or church related activity, OR working and traveling to and from work.
Basically, curfew is NOT an issue in regards to team members working, and it is NOT an issue unless parents just drop the kids off an not pick them up before midnight, which if the park was open until midnight I'm certain the kids would be picked up before midnight.
