Busch had a 1000 guest limit.

Right. So basically, Busch has a CAPACITY limit of 1000, but there has always been a limit on "gatherings" of 250 people. Different numbers in different contexts, and it was always unclear how any reopening plan would run into that smaller number within a given space. Reducing to 50 just adds another variable to things.
 
To take it one step further. The restrictions are specific to "Hampton Roads". That has always been a kind of ambiguous term. Williamsburg/James City County is an hour away from Norfolk/VA Beach area. So, does "Hampton Roads" even include James City County; where BGW is located.

He specifically included the Peninsula.

They may be allowed to open but several buildings/rides/areas will be closed.

The plan being considered—a partial reopening with a cap of 1k guests—expressly does this already. It won't be some big scandal if/when this happens.

For the record, @James has the correct answer here. We're in a holding pattern waiting for new information.

The social gathering rule hasn't applied to places like BGW this whole process. So we're all going to have to wait until the full executive order comes out to know what can happen.

Sure, but that will be a failing of BGW to inform their guests of the operating status more than anything else I'd argue.

Wonder if Kevin will take a page from Iger's book when he was talking about the opening of SWGE where he said he could tweet "parks open" and people would line up. I really feel like he could do that and fill the first day of 1000 with passholders easily.

This might sound dumb but, why don’t they do what Ocean Breeze did by opening to their pass members only for a couple days to a couple weeks and then open up to the public.
