They may have but looking at things like park hours and shows and meet and greets with Santa.....all those seem like pre covid.

Given the time of Covid, some park should partner with Tesla, have the car route pre-programmed to self drive, clean them out between each use, and put up a drive through lights display. Just saying it would be a cool way to use unused parts of the park and no risk of having someone drive a car through.

the lights on the rooflines of all the building and verbolten's queue buildings

Typically when they install HOS they are also installing Christmas lights. So it's likely that they are are just going through that process and installing lights in some areas in anticipation of having a closer to normal CT

Next to drachen fire's station are some white boxes, for christmas town or hos
Could be for anything. It's tough to say without seeing them. There could be any number of reasons they could be there. If I had to guess it's most likely Christmas decorations

If they are installing and/or testing CT lights I hope they broke out a bunch of the spare bulbs as it seemed like there were a lot out last year that needed to be replaced.

I spotted these leftover Christmas Town trees in the woods next to the Upgrade Center in Germany. Not sure if they were left intentionally in that hidden spot or forgotten when Christmas Town decor was removed.

My guess is that as long as leaving them out doesn't hurt the lights, it's hardly noticeable to anyone if they leave them in place an rewire the power cables when they need to. Though one could also make the argument for the park being lazy and/or cheap.

My guess is that they are in the process of setting up for Christmas. Typically by now there is a lot of Christmas decorations up that just get hidden by HOS decorations. They are probably doing something similar.

I guess the question now is whether or not they'll bother doing a November event, or whether they'll just take a couple weeks off to finish setup and open Christmas Town in mid-November.

I think that it is now likely that they close for a couple weeks and get ready for CT than try to do a different event in November.

I wonder how much of an impact COVID will have on that shut down time to get set up.

Telling that they shifted from “October Event” to “Fall Event,” definitely supports there being no early November event and moving to Holiday later in the month.

Since they started CT on 15 December last year, it would be reasonable for them to end the Fall event on 01 Nov and resume with a holiday event on 13 November this year.
