Here's the best shot I could find in my video. You can't see it that well. Probably a better shot would be obtained from the Rhine river cruise.
They appear to be lining it with thick plastic, which furthers the appearance of it being for a water feature.
Over the winter BGW filed for dredging and permanent drainage on both sides of the Rhine. That filing did not have any stipulation for a water feature like a waterfall, and neither does any site plans for MMXX. Something like that has to be filed for as part of construction because it does have an effect on the drainage of the land in the area. Best case this is what you are looking at IMO:
On this post by @halfabee it shows a sediment basin with cement swales/outfalls on the Festa side. But, like you said, nothing as big as the "hill" now present. A little more detailed in this post.

I think this is exactly right. It looks like the plans have changed a bit though, putting more of a retention pond uphill of the Rhine (where we are currently seeing it constructed). My guess is that it is a retention pond and the "water feature" is purely just the spillway for overflow water in heavy rainfall events. Busch may try to make it somewhat pretty for the public eye, but it purely serves as a water quality/quantity control measure.
We've heard reports of official announcements for MMXX coming at the end of July.

There was one horse still in the barn on the construction side sticking his head out all sad like while his friends were out playing on the new side...
I have heard that where they have been moved there is not actually enough space.
