^You are correct. This the determination and it indicates that the structure will need to have "markers/lights" on it. Just like Mach Tower. So, there will be red blinking lights on top. The filing did indicate that they are anticipating a 315' height. That would be to the marker on top, not necessarily the track height. BG may have exaggerated the height to give the designers some flexibility in the design. That's what we do, we submit for a absolute maximum height, because it's easier to go lower than ask for approval if you've gone higher.
 
Ok @Celticdog , it appears there is a single structure that exceeds the 199ft FAA mandate associated with this project.

Further (I have no idea how tall a crane must be above to set track/supports), anything else built would have to be lower than 199ft - structure+cranes or they'd have to have a second FAA waiver request (?).

A crane is a temporary structure that is mobile. It's not usually part of the permanent FAA filing. Typically, the contractor would submit a temporary FAA permit for a construction crane. That would be a completely separate filing much closer to the actual construction.
 
The discussion of height got me thinking about an entirely different issue than waivers and records. I wonder the park plans to do to mitigate the inevitable wasp problem.

This may seem like an odd question at this stage, but other parks have included solutions in the structure of their coasters. Hopefully, they don't simply ignore the problem (I'm looking at you, Griffon).
 
Dollywood built a structure over the highest point on Lightning Rod to draw stinging insects away from the track.

Hey, maybe that explains the height discrepancies! It's a hyper coaster with a 100 foot structure on top to attract all of the wasps in eastern VA!

The thing that still confuses me is why you would need multiple waivers when they are part of the same structure. I understand that they are spaced apart but they are essentially still the same structure. So shouldn't it be one waiver for the entire coaster? This is not my area of expertise so I apologize if this is stupid question
 
Back to theming speculation. If the color scheme is actually deep blue like in the proposed slides and it is indeed themed after a Roman god, I could easily see this being themed after Neptune. Especially with a drop down to the Rhine.

The FAA has an envelope that these heights must be within. When you get outside of that typically you have to have some type of reference light. Even if it is one structure, you need two points so the FAA can make note that there are two vector points to navigate around. Petronas Towers is technically one structure, with two sets of navigation lights.

I'm still leaning toward Mercury, "the fastest God".

However, with BGW's love of concocted story lines, it would probably involve an old Mercury Cougar driven by Vikings headed to Rome for Pizza. (A broken down Cougar will be at the head of the queue line)
