The project name for the Atom Bomb was "Manhattan".
The project name for Return of the Jedi was "Blue Harvest".
Industry project names are often used to keep things secret until they're ready to be announced. This has been very common for centuries now.

This is probably something I should have done before now, but the information I have been told about SEAS's recent internal codename conventions has been added to BGWFans' Project Madrid tracker. Link
So, Project Madrid is for a park in Spain?
You see, Spain is in Europe and BGW is actually themed to be based on the various European countries.
