Photo Key is basically digital photo downloads, so if you're buying photos through the park and you purchase Photo Key, you can basically download, transfer, and print off any professional photos taken at the park sans Antique Photo.
That means that all the onride photos, Clydesdales, character photos, and entrance photos you purchase will automatically be downloaded to a mobile app that you can use to view/print/etc or you can access them from a webpage much like Disney's Photopass.
Once you buy into the service, the park will give you a lanyard with a mobile barcode that you scan with your phone to access the app and your photos. If you don't have a phone that can scan, I'm assuming you can still access the service online as long as you make an account.
Its pretty much useful for people who purchase professional photos through parks really. I dunno if you still have to pay for the photos individually or if they all automatically upload to the app once you scan the barcode at each kiosk (I'm assuming you still have to pay for each photo). So its useful for tourists or passholders who like to collect park photos, but for everyone else, I'd pass on it.
