It's using an out-of-sight, otherwise vacant space to get rid of merch at massively discounted prices. If it were in some super visible spot or if it supplanted something else, I could see the issue, but as-is, it doesn't bother me.
Plus I think it's kinda cool that they do this. ALl in one place massively discounted merch going out? I feel like most parks either keep it in their own shops or just donate things they are getting rid of to charity (for the tax write off).

Much better then when they did it infront of the park using the old ticket booths one year.

UPDATED?! When’s the last time they even been refreshed?

The park has updated the Heatherdowns restrooms throughout the years. I don't remember the exact time they were last updated but I do remember seeing barriers in front of the entrance.
 
If it's the stables, could they simply be doing some kind of renovation requiring surveying?

At the moment that is my best guess but I have no confirmation on that.

Given they now have 2 more Clydesdales, I could see them trying to expand a couple of their facilities there.
They lost two in recent years the newly acquired ones bring them back up to their original number it's very unlikely that they were the cause of this. But they are a strong indicator that the program is likely stay around for a while.

It's important to know when whoever reported this actually saw it. A lot of work, that took over a week, just occurred in the Highland Stables area that required fence removal and the preparation or clean up from that job could have looked like surveying.

It was the beginning of this week so it's likely this then.
