I found out the reason for the duct tape.
As it turns out, the night before a contractor came and re-stuccoed the entire bridge. When they came in, they removed all the light covers and it was as if they tossed them around without any care. They stuccoed all around the light areas where the screw hole for the light covers were supposed to go. Then the people responsible for the lighting didn't even know about the light covers until right as they were getting ready to open the park. They came out quickly, and the only way to reattach the light covers was to use that rubber cement, plastic epoxy stuff. The duct tape was used to hold the light covers in place while it was setting. The tape was removed later in the day. It might also be interesting to know that using the tape had been approved by the department's manager or else one man would have to hold each light cover for twenty minutes each and by that time, you would have only seen half the light covers on.
This issue was mainly caused by an outside contractor that came in and made a mistake. I know there really isn't an excuse, but you can't blame the park for trying to clean up someone else's mistake. The best they can do is not work with that contractor again, or have someone supervise the work to ensure everything goes well.
The major issue with this is those lights really desperately need to be replaced altogether. Sadly, the park won't spend the money for it. Now in order to change the lights when they die out or when Entertainment replaces them for special events, they have to cut through the epoxy, rip the cover off, and then reapply the epoxy. We will probably see even more duct tape when that happens.
At least the bridge was re-stuccoed.
Also note, there is quite the large visible hole in the Italian wagon's roof. The odd part is, the roof looks new.
