I think things like this depend on the group and what the organizers want to do. Or maybe even all of the black forest pavilions were already booked and it simply wasn't an option.

It all depends on what the group wants to do. Some groups don't care about all eating together. Other groups want to all eat together at a set time for any number of reasons
