Rhine has always had fairly limited operation. "Pre-Covid Normal" operation still didn't include CT and it was only open from noon to 5 most days. Exceptions were for special paid excursions like wine and fireworks cruises. They were the first to close due to weather, along with skyride. I'm sure that covid didnt help anything since most of the captains were seniors, so I'm sure staffing is an issue now.
 
Holy shit they pulled that boat hard and fast! Great job to the two that pulled it in, that couldn’t have been easy.

Assuming it's not beached on anything and the tow line is strong enough, it's actually not that hard to pull a shallow draft vessel for intermediate lengths - something to do with how objects floating on water have much less friction than the same objects rolling across various land surfaces on wheels (which in itself comes with a large variety of materials and designs).
