It's a VW diesel motor, not particularly from a bug. It's a last resort from making all attempts to get the cable moving again normally. The VW is also used to jog backwards if need be.

Ah, I thought he specifically said VW Bug. Maybe I misremebered. Thanks for the clarification

Actually the VW motor appears to be connected to a propane tank.
