Universal did quite a bit of shuffling around with their expansion projects because of COVID. A lot of their creative resources either got laid off or moved over to Epic Universe and now that we're out of COVID some of those people who got laid off are back and are being placed on shelved projects or brand new ones.

I believe the original idea pre-COVID was to have some additional infrastructure and Volcano Bay pt. 2 open to the public before Epic Universe's original planned opening.

It's worse than that, epic universe and the majority of creative was canned at the end of 2020. Many of those engineers ended up going to different jobs. So now they're trying to resume work with new employees and what they could get back from the old ones.

Safe to say most everything is still in the pipeline but it's all gonna take a while.
