Unusual sight in the park. What is happening here?

What do you think is happening in this photo?  It was taken during a visit on the first Friday in April.  I saw this man who is packed as if for a camping trip and holding groceries walking from the area of the Festhaus.  He was followed at a respectable distance by two park security employees.

That's no camping bag...that's a tuba. The initial dressing room for TIO is in the room he entered inside the wilkommen house. When TIO first comes to work..entwined is in full swing. They need a place to get ready and such.
