I not sure I am buying the statement that that part of the ride is 6 feet deep that seems awful deep for a flume.

If any flume attraction could get away with it, it'd be at a Disney park.

Though when you think about it, could the depth in that section be used as a small cistern for any ride element ahead on the course? Thinking it could be a design/cost consideration as to why that would be the case.
 
Yeah . I mean, I think the article was very fair to the cast members. They're trained to respond to the most common situations; so the trained response was to scold them.

But at the same time you can't reasonably expect people to remain in a sinking boat.

So there's no easy answer. Nobody was hurt. No harm, no foul.
