Ocean City, NJ is like the polar opposite of Atlantic City in terms of character.
Either way according to the VP of Castaway Cove the dummies had a leak and deformed as they "deflated." This would be a good time to bring up that most water dummies don't actually meet minimum rider requirements for the majority of rides, right?

Two entirely separate places, both with a heavy draw on the tourism industry. OCNJ is noted for their blue laws where alcohol is not permitted to be sold or consumed within city limits, there's also a strict evening curfew of like 10:30pm.
Anyone else catch that it's Gail Force and not Gale Force? Thought it would be about a disgruntled employee throwing the dummies.
