Yes, the park did add pavers along part of the path around the Eiffel Tower. The section of the path in front of the Planet Snoopy entrance, from International street, has been done. Look at the 2 pictures you took of the gift kiosk with the Snoopy moon bounce in the background. That section of the circular path around the Eiffel tower was asphalt when I went opening weekend. It has been redone in a different style of paver (same brick red color); but with square and rectangle pavers. The pavers in Planet Snoopy are all regular brick size (rectangle) pavers in a herring-bone pattern. You can tell where the delineation line is between the two sections of pavers in your pictures.
I am not sure if this is all Kings Dominion is going to do for this year or if they will do more sections, while the park is still closed during the week days in spring. I get the feeling the park tries out the new pavers on a small section of a path to get a feel for the look of it and, if they like it, the park does a whole section sometime in the near future. KD did this when they replaced part of the asphalt path to Planet Snoopy either in 2012 or 2011. They laid pavers down next to the former Splash Dance area on down toward the entrance to the Peanut's gift shop. Just past the shop entrance, the path leading to Kidzville section went back to asphalt.
