I can only speak to BGW, but at least in Williamsburg, a ton of control has been wrestled/surrendered back to local management since COVID. That said, it is worth noting that we've long had a strong in-house design and engineering department and, unlike many in the chain, our D&E department wasn't decimated and centralized like many of the other park's. In fact, BGW's D&E department onboarded some of the work for other parks during that centralization process. That, paired with a strong vision from local management, has likely enabled Williamsburg to bounce back far better than most other parks in the chain as top-down control loosened.
I don't know where Jewls of the Sea was managed out of, but I'd be very curious to find out. Comparing that project with Expedition Odyssey is... sure something.
