So basically what happened was that someone saw that the AstroTower was swaying and thought the sky was going to fall. They subsequently called the cops and all hell broke loose. The AstroTower has stood for quite a few years untouched, and is protected by the City of New York. The thing survived two consecutive hurricanes in back to back years, and is designed to sway (as Zigun's tweet says). So next time you see someone freak out about something swaying in an amusement park tell them to calm down before they call 911 and shut half a park down.
