Isn't it all indoors? I'm guessing that they are betting that new Yorkers will pay a lot of money to go to a waterpark that never closes and is always open regardless of the weather

Not New Yorkers, tourists.

Their price philosophy is based on what they believe the tourist market will pay. By all indications I have been told about, they're right. Nickelodeon Universe has hit its attendance objectives already, objectives set with the idea that they would be met when everything at the mall is open. They were doing that with no mall, and no supplemental water park. Sandy's Blasting Bronco isn't even open yet! (though that is more Intamin and New Jersey's fault than anything).
